**The Role
We currently have an opportunity for a Process Safety Technologist. Stanlow Refinery and Tranmere are Upper Tier COMAH sites under EET Fuels and assessing operational risks to reduce them to As Low As Reasonably Practicable (ALARP) is a legal requirement for continued operation. The Process Safety Team ensures the site has the necessary policies, strategies, and expertise to comply with regulatory and industry standards. This role directly influences the HSE performance across EET Fuels.
The Process Safety Technologist will provide technical safety support and advice to the operations teams and the broader EET Fuels organisation. They will help design, develop, and implement EET Fuels process safety programs and initiatives, ensuring compliance with COMAH legislation and contributing to managing risks to ALARP. The role requires collaboration with the HSSEQ team, operations, assurance, and maintenance functions, with a focus on holistic safety and environmental risk assessment, prevention, and mitigation in line with EET Fuels integrated management system and regulatory requirements.
You will provide general technical safety support and advice to operations teams and EOUK in general, will contribute to the design, development and implementation of EET Fuels process safety programmes/initiatives, will provide guidance to the organisation to ensure compliance with relevant COMAH legislation, contributing to EET Fuels management of risk to ALARP.
Working closely with the wider HSSEQ team, operations team, assurance disciplines and maintenance functions, the job holder should be able to think and act holistically in the assessment of safety and environmental concerns and their prevention and mitigation ensuring compliance with EET Fuels integrated management system and regulatory requirements.
Primary Accountabilities:
Regulatory Obligations
Ensure that relevant COMAH legislation and compliance requirements are integrated into EET Fuels management system and help ensure site process owners understand their responsibility for compliance.
Ensure that EET Fuels Management System is effective, including the development, review, and updating of standards and procedures.
Serve as a subject matter expert, providing technical advice, training, and assurance on safety topics such as Hazardous Area Classification, Major Accident Hazard Risk Assessments, and improvement plans to reduce site risks to ALARP (e.g., HAZOP, LOPA, QRA, ERA).
Act as the main contact for learning from internal and external incidents.
Provide technical expertise for day-to-day activities, capital projects, and business initiatives (e.g., redesigning business processes).
Promote excellence in safety standards to prevent harm to people, assets, and the environment from process safety incidents.
Help maintain effective relationships with regulators.
Network with relevant external organizations such as FIUK, Concawe, etc.
Act as the “intelligent customer” for third-party contractors or consultants to ensure effective delivery of process safety and environmental studies.
Engagement and Continues Improvement
Facilitate key process safety programs and assessments, such as HAZOPs, LOPAs, and other risk assessments
Continuously improve the effectiveness of key safety processes and practices related to process safety management.
Network with external Process Safety working groups and committees to share and implement best practices.
Actively participate in the Process Safety Field Observation (PSFO) and Safe Visit programs.
Contribute to the Goal Zero safety standstill program.
Lead or co-develop training (formal and informal) with third-party providers on topics where you are the subject matter expert (e.g., RAM, COMAH), including e-learning packages.
Participate in the Emergency Duty Rota and respond as required by the site emergency plans.
Systems and Documentation
Support the monitoring, assessment, and reporting of process safety incidents and key performance indicators (KPIs), including producing statistics and identifying and escalating trends.
Assist with setting up assurance programs to monitor and audit systems and processes.
Act as a process safety specialist within the business management system.
Ensure that all plant modifications, whether through the Plant Change or Project systems, meet ALARP principles
**About You
The ideal candidate should have a background as a Chemical Engineer or in a similar field, with Chartered Engineer status being desirable, though not essential. They must have previous experience in a similar role, such as process engineering or operations, and a strong understanding of COMAH regulations and compliance requirements. Practical experience with process safety methods and calculations, as well as exposure to Upper Tier COMAH Site manufacturing, is essential. Familiarity with safety and environmental challenges in manufacturing environments, as well as prior experience with integrated management systems, is also beneficial.
You should be a clear and concise communicator, capable of presenting information confidently to both internal and external stakeholders. They should be able to professionally challenge perceptions and approaches to achieve the best outcomes for the company. Strong organisational skills, attention to detail, and a pragmatic, flexible approach to work is essential, along with a genuine interest in safety and environmental matters.
